apt* just `cope' with this problem by running dpkg with --force
options.  Ie, they decide that you didn't mean what you said.

It is not possible with dpkg to install several packages `together'.
If you think you need this then you have misunderstood your upgrade
path.

dpkg is the tool used by all higher-level programs to do
installation.  If it can't be done by dpkg with the command line then
it can't be done at all.
