Yes; these should be merged.  I don't know how to do this.

Yes, and even better, it turns out that changing VT and then changing
back again is a fine workaround, even after waking from sleep.

A good plan.  It ought to be possible to devise something for
/etc/apm/event.d that would do the job.  If I write something, would
you be interested in getting it integrated somewhere so that debconf
could install it on machines with both X and APM?
