Sorry, but what about our issues (wearing my user hat)? Steve presented
the technical problems. I agree there. I have suggested to create a
user-friendly interface to this problem and got no answer.

So would please anyone answer to this question before closing the
bugreport another time? Read:

What do you think about adding a debconf config screen, doing:

 - scan the old directory to get a list of packages
 - weed out filenames that would be removed by dpkg
 - present a list to the user, saying what the remaining files are and
   where they do come from (package names to be easily removed by $user)
 - retry or abort button

Note that this would happen in the preconfiguration step so no
dist-upgrade run will be suddenly killed by your current "solution".

So, would that be appropriate? Should I implement that?
