I might be missing something, but with:

Setting up xutils-dev (1.0.1-4) ...
Setting up xutils (7.0.0-3) ...

installed, attempting to use xmkmf results in the following error:

xmkmf -a
imake -DUseInstalled -I/usr/lib/X11/config
Imakefile.c:39: error: Imake.tmpl: No such file or directory
imake: Exit code 1.
  Stop.

Imake.tmpl used to be provided by xutils:

windlord:~> apt-file search Imake.tmpl
mas-utils: usr/lib/mas/config/Imake.tmpl
ocaml-doc: usr/share/doc/ocaml-doc/examples/config/Imake.tmpl
xutils: usr/X11R6/lib/X11/config/Imake.tmpl

but it seems to have disappeared in the new modular X.Org packages?  In
fact, apt-file can find no packages in the archive containing the path
usr/lib/X11/config.
