$ sudo apt-get install xlibs-pic

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against

If the packages xlibs-pic and xlibs-static-pic are now removed with xorg
7.0 feel free to reassign the bug to libgtk2.0-0 and remove the
xlibs-pic and xlibs-static-pic packages from unstable.
