This is a bug in xkbsel rather than xbase-clients: the authoritative path
for X11 binaries is /usr/bin/X11, which is in the default path on Debian
systems, not /usr/X11R6/bin.

I've discussed with David Nusinow how to provide a compatibility symlink for
/usr/X11R6/bin, but xkbsel should still be updated to use the consistent
path -- or to use /usr/bin/xkbcomp and have a versioned dependency.
