Yes, but later there is:
AM_CONDITIONAL(XKB, [ test x$XKB = xyes ])
if test x"$XKB" = "xyes"; then
XKBPROTO_REQUIRES="kbproto inputproto"
PKG_CHECK_MODULES(XKBPROTO, $XKBPROTO_REQUIRES)
PS: I would be happy with the proposed patch, as now libxi-dev
and libx11-dev depend on each other, which really isn't something
you want.
