If it is done on purpose, note it is a strict regression from 6.8.2:
MergedFB does NOT feature-replace xinerama with two frame buffers, nor
two unconnected totally separated frame buffers (screens). The feature
set of MergedFB and two screens with or without Xinerama is
overlapping, but none is contained in the other.

I really don't think it is done on purpose: Why bother going through
all the mode validation on the secondary, and _SELECT_ a mode(line)
from the secondary if it is to turn off output to it? Look at the
logs. The driver thinks it is driving the secondary.
