When I upgraded from X 6.8.2.dfsg.1-11 to 6.9.0.dfsg.1-1 (specifically
xlibs-data), I was prompted to accept conffile changes to the file
/etc/X11/xkb/symbols/dvorak.
I have not changed this file myself though. I have attached the old
file and the new.
