Please read the package description:
“xkbcomp uses the XKEYBOARD (XKB) extension configuration data provided
by the xlibs package.”

So xbase-clients does indeed depend on data contained in the xlibs
package. I agree that the xkb data could be split in a separate package,
and/or that xbase-clients could be split in smaller bits, but right now
this dependency is necessary.
