I can't reproduce the problem.  But I see that I'm running a later libc6.
I set my $PATH and locale to match the report, and uxterm comes up without
any messages.

Here's the relevant version information:

ii  xterm                         6.8.2.dfsg.1-7           X terminal emulator
ii  libc6                         2.3.5-8                  GNU C Library: Shared libraries and Timezone
