As X.org ships dlloader instead of elfloader modules, it may make sense
to make the debugging server modular. On top of hopefully avoiding
problems like these, that should also make it more useful for tracking
down problems with the non-debugging server, etc.
In fact, I wonder if building the non-debugging server with -g and using
dh_strip --dbg-package might be enough.
