I cannot reproduce your problem:
  $ setxkbmap -layout de,ru -variant basic,winkeys -option -option lv3:ralt_switch,grp:lwin_toggle 
and AltGr-q prints @, Russian keymap seems to work fine as well.

According to your other posts, you had non-Debian packages installed.
Could you please check that XKB works fine with pristine Debian packages?
