why does xdm does not honor pam_env.so?

This is driving me crazy, as I haven't been able to find a rational
answer anywhere on the Net.
/etc/pam.d/xdm contains "auth required pam_env.so" which means it is
supposed to parse /etc/environment and pass on its variables to the
shells spawned from the wm.
This works fine in /etc/pam.d/su or /etc/pam.d/ssh.
Try it! From an xterm's shell the contents of /etc/environment are not
set. However if you "su" to another user, then all of /etc/environment
is set in the shell.
What should I do to get that in xdm?
