Bug#330751: xutils package should be splitted

Hi,
there is a funny (not) dependency between the xutils package and cpp.
This makes it inpossible to remove the development tools while keeping
unrelated packages depending on xutils, mozilla-firefox for example.
For this reason I suggest splitting this package into: xutils-dev and
xutils-misc where the later does not depend on compilers and such.
