That is currently not possible isn't? i.e. there is no way to tell
dpkg "The previous md5sum of the conffile was ....".[1]
I think this will need maintainerscript magic, similar to the one
discussed in http://article.gmane.org/gmane.linux.debian.devel.x/24539
and following.

[1] Afaict dpkg calculates the new conffile's md5sum at installation
time, it is not even shipped in the .deb.
