Bug#319707: INTL:vi Vietnamese translation for xorg-x11

Let me use this occasion for re-asking what I mentioned in my last BR
with a fixed French translation.

Does the X Strike Force have someone currently acting as l10n
"specialist" to deal with l10n bugs, do what you mention above
(communicate with translators) and thus save you guys a few minutes
for coding..:-)

Take this as an offer by myself to take this job in case noone
currently handles it. For this I would basically just need commit
access in the SVN....and an informal ACK from you guys to do what I
think is needed with l10n bugs.

For instance, if a rewrite of templates is planned, it probably makes
sense to just say translators NOT to update their translations after
the last branding removal....

(and, btw, I think that you should commit translations such as #319707
anyway, even if they are not complete...you never know whether
translators changed something else or not)
