I was in error when I reported the bug. The bug was sent to the bash
maintainers when I noticed that they over wrote /etc/bash.bashrc without
notifying the end user or prompting the end user if they want to change
the config file.
The reason I use Debian is because of the policy that config files are
not changed upon upgrade by policy unless the installer ok's the change.
