Would sound strage if debian-installer would want to exclude localization 
setup.

http://bugs.debian.org/275984 suggests it is used. Not sure, though.

I remember a thread "xdebconfigurator support in base-config":

Did you let them know you are considering to have, enable or use features of 
xdebconfigurator/localisation-config?
