  I didn't found information
about OSMEsaCreateContext and othe offscreen
stuff in this package or other
mesa and gl development packages. 
  I saw description of off-screen rendering,
it comes with Mesa tarballs, perhaps in form of README file,
and i think it should be somewhere around osmesa-dev packages
in Debian.
