The explanation for the cloning and reassignment of this bug to
xserver-xfree86 leaves quite a bit to be desired.

A) The explanation in the message to the control bot was not CCed to the
   package maintainer(s), so people have to dig through the bug logs
   clicking "full text" links to see the justification.

   This is almost as bad as just dumping a bug in someone else's lap
   with no explanation all.  PLEASE STOP DOING THIS.  I've asked the BTS
   guys to CC the package address of reassigned bugs by default for
   years.  They either will not do it or it's not a high enough priority
   to get done.  Do not rely on the BTS to do the polite thing.  It
   won't.  Take the trouble to tell people why you're foisting a bug off
   on them.  All it costs you is a Cc in your mail to control.

B) ">This particular system has a problem with the display card...
    Those patches are beyond the scope of the installer of course, but I'll
    add a wishlist request against xserver-xfree86 anyways."

Let's have a look at some of the submitter's text you snipped:

  This particular system has a problem with the display card which fails
  to allocate enough memory to start up in anything more than 640x480.
  The fix is available as a Debian package called 865patch, download
  from http://www.joepenguin.com (thanks, Joe!)

Did you even look at this patch?  It's not a patch to XFree86 at all.
It's some sort of standalone tool using the Linux Real Mode Interface.

In any event, this is far from a proper bug report against
xserver-xfree86.  xserver-xfree86 has a bug script for a reason.

Reassigning this bug to installation-reports.  If you're willing to form
a coherent case for why there is an XFree86 bug here, please take the
time to actually document it instead of cloning bugs and reassigning all
over the place.  Otherwise, please close the bug.
