Bug#207543: you patch to restrict PCI device resets in XFree86

note that nothing that worked without this patch brakes (as far as we know).
and that not all devices work well in the
"multi-user-workstation" setup that we work towards is a driver
question which needs to be targeted seperatly. the pci-reset
thing at question and dealt with in this patch seems sound.
