According to comments in fr-latin9, Nicolas Mailhot sent this file to
XFree86, not Guylhem Aznar. So you may try to convince him to propose
your changes, they will then certainly be incorporated. If you have no
answer, you may submit them upstream, but IMHO it will then be harder
to prove that these changes are real improvements and must be applied.
