This is a known problem which I believe was fixed in revision 1.13 of
xc/programs/Xserver/hw/xfree86/drivers/ati/radeon_video.c:
118. Radeon Xv fixes and video key support added (Keith Packard).
In other words, this is fixed in 4.3.
