The debian/scripts/patch.{apply,unapply} scripts explicitly set
LC_COLLATE=C, which is the fix for this known problem.

In fact, this fix was made in xfree86 4.2.1-10.

I cannot do anything about this bug until I find out how you managed to
experience it.
