Bug#279252: [uxterm] uxterm should not override my locale



retitle 279252 xterm: write lxterm and koi8rxterm scripts and make lxterm the highest-priority x-terminal-emulator

Okay; seeing no objection, I'm going to go forward with my proposal.

N.B., my comments here are not really applicable to the fr_FR@euro
difficulties -- I'm not sure what's going on there.

But as far as I know, glibc thinks fr_FR@euro means fr_FR.ISO-8859-15,
doesn't it?
