Bug#229850: DEFAULT_HORIZ_SYNC and DEFAULT_VERT_REFRESH still ignored (updated patch)



[This isn't really apropos of the bug report, but I'll use this address
anyway, and reply to the topical stuff separately.]

Acknowledged.  Sorry about that.  I have now set up a cron job on necrotic
that will try to start the svnserve process for anonymous, read-only access
if it isn't running already.
