Bug#229850: DEFAULT_HORIZ_SYNC and DEFAULT_VERT_REFRESH still ignored (updated patch)

I forgot to say that I was on the debconf-overhaul branch.

I also forgot to say that I had updated these variables as follows:

SOURCE_VERSION=4.3.0.dfsg.1-7
OFFICIAL_BUILD=yes

to make them match the config file that was already there.

Also, I sent a separate bug report against discover-data about the
fact that my video card seems not to be mapped properly to an X server
or driver.
