I can confirm that changing keymap from "uk" to "gb" brings the missing keys
back. At the same time gnome-settings-daemon started complaining about broken
xkb setup, which may be related, but it doesn't seem to have any consequences
for me. However...

while this resolves this bug for me, the fact remains that a previously
working config was seriously broken. Others may have the same experience. I'm
willing to test further if you are interested in chasing this down.
