This is true at least in ru_RU.KOI8-R locale. I tried launching xterm
with "utf8: 1" and "locale: false" and then invoking luit. Before luit
was started, line-drawing characters were ok (but russian characters
were drawn as boxes). But when luit was running, all line-drawing
characters were replaces with letters (though I had my cyrillic letters
back). 

Simple script on python showed that selected font _had_
line-drawing characters.

Problem persists with aa fonts and without them. This is a part of my
.Xdefaults file

The allowC1Printable resource should be set in addition to "locale: true".

The ncurses-base bug is filed as #254316.
