Yes, that's correct. The entire blue channel is missing.

At 24-bit:
-fg red Red
-fg green Green
-fg blue Red
White (e.g. the background of google) looks like Yellow.
At 16-bit:
-fg red swirly pink, black and blue?
-fg green swirly pink, black and green?
-fg blue swirly blue, green and black?
However, White is still white....
And black (e.g. background of a term window) is still black....
