Bug#242664: stale fontconfig cache slows FontConfig-using X client startup to a crawl

This problem is caused by the FontConfig cache getting stale.

If there is a bug here, it is probably in one or both of:

1) fontconfig
2) font packages that fail to invoke fc-cache in their postinst scripts
