This is already the case:

% grep 'xdm start' /var/lib/dpkg/info/xdm.p*
/var/lib/dpkg/info/xdm.postinst:[ -n "$NOSTART" ] || invoke-rc.d xdm start || true
/var/lib/dpkg/info/xdm.postrm:  [ -n "$NOSTART" ] || invoke-rc.d xdm start || true

Can you please explain your problem again in light of the above?
