X still uses old maps for the French keyboards (/usr/X11R6/lib/X11/xkb/symbols/
fr). They make difficult to type uppercase composed characters, they do not 
deal well with the dead keys, etc. The French-HOWTO gives much better maps, 
which are widely used, and an unofficial Debian package allows to install them:

Note that the current version of the French-HOWTO is 2.1 (a new release is expected "soon") : the official LDP sites still carry a very old version. The current one can be found in the above package or from the author Guylhem Aznar <guylhem@oeil.qc.ca>.

XFree86 4.3 ships a fr-latin9 layout contributed by Guylhem Aznar,
so I am closing this bug now.  Jean-Philippe, the file shipped by
XFree86 4.3 is slightly different from yours, you may want to send
patches to upstream if you believe yours is better.
