I think the relevant part of the bug is given by gdm. With the
XF86Config-4 previously sent, /var/log/gdm/:0.log says:
The XKEYBOARD keymap compiler (xkbcomp) reports:
> Error: Can't find file "pc/fr_new" for symbols include
> Exiting
> Abandoning symbols file "default"
Errors from xkbcomp are not fatal to the X server
succeeded

Just another question: could it be the case that the path of the map we
need must be in the /etc/X11/xkb/*.dirs files before ever hoping to use
it ? In that case then, the correct fix would be to add the map (in my
case : fr_new) in the correct *.dirs file ? As for myself, I would find
this rather complicated : to use one's a custom system-wide map, one
must 1/ copy the map to the right place, 2/ modify the correct *.dirs
file(s), 3/ set the XF86Config options correctly. Waouch, it reminds me
of all the burden with the TeX's commands in the ksewhich family.
