Bug#234164: xserver-xfree86: VC switching and Resolution switching fail when using display manager

ctrl-alt-+, ctrl-alt-minus and ctrl-alt-f* are being completely
ignored by my x server when *all* of the following are true:
(a)I logged in using a display manager (ether gdm or kdm)
(b)I logged in.

I do not have this problem when any of the following are true:
(a)I used startx
(b)I'm looking at the display manager's login screen.
