Bug#229097: debconf: should tell the user the file is not going to be rewritten earlier

If it's any consolation, your answers were not thrown away.  They're in
the debconf database.

To write your XF86Config-4 using them, do this:

# cp /etc/X11/XF86Config-4 /etc/X11/XF86Config-4.custom
# dexconf
