Nope, I'll have to go with 3).

3) Create the directory in the preinst if it doesn't already exist, just
   as I do $CONFIG_AUX_DIR.

...because I'm trying to create files in /etc/X11 in the preinst
scripts, and I can't depend on *shit*.
