Bug#228408: XV area always on top

When an application (e.g. xine, gxine) uses XV to render an area, that area is always on top of all other visual elements. It persists over the app's own pulldown menus, other app's windows dragged over the area, even on other virtual desktops. Originally I reported this issue as bug #228315 for the gxine package; the maintainer of that package diagnosed this as a problem with XV. He suggested that either a propritary driver or X11 must be at fault. I am not using a propritary driver, so I am reporting this as a problem with X11.

I have a Radeon VE video card and am using the ati driver. I use the sawfish WM, in case that is relevant. I am including my XF86Config-4 file as an attachment.
