The only way to get a UK keyboard to work with the right mapping is to select the default US type 5 Keymap and edit the setting at command prompt before loading X window (If you load X you have had it as all the kays move 1 to left on first 3 rows and other are in odd places or not there at all).

I got it working by using dpkg-reconfigure xserver-xfree86

Option  "Xkblayout" "gb"
