There are two ways to file a better bug report in the future in this
respect:

$ dpkg -S usr/X11R6/lib/X11/locale/pt_BR.UTF-8
$ reportbug --file usr/X11R6/lib/X11/locale/pt_BR.UTF-8

Unfortunately, to determine this, you do have to know to check to see
where the /usr/lib/X11 symlink goes.  Hmm.  It's probably not right for
dpkg -S to chase the symlink but it might be for reportbug --file to
do so.  I'll file a bug.
