The problem you describe is going to be shared by Marcelo Magallon's
Mesa 5.0 packages, then.

Perhaps you should raise the issue on debian-devel.

If we just rebuild all GL-dependent packages against modern versions of
the Mesa or XFree86 Mesa packages, packages' dependencies should correct
themselves.  People will have to add build-dependencies on
xlibmesa-glu-dev | libglu-dev by hand, but the act of doing so will
ensure that build environments don't get bogus satisfaction of the shlib
dependency.

Also, Marcelo and I probably need to agree on these virtual package
names and get them added to the list in Debian Policy.
