No, inflated severities never help anyone.

I have no other reports of xdm categorically failing and, moreover, I
use xdm 4.2.1-4 myself without any trouble.

Have you ensured that you haven't configured xdm to not start any local
servers?  Is the xdm process running?

$ ps -C xdm
$ cat /etc/X11/xdm/Xservers
