Bug#214604: xserver-xfree86: Suggestion for smarter recognition of non-debconf XF86Config configs

When deciding whether the user has made changes outside the DEBCONF
block in the old-style XF86Config file, it should be possible to
identify un-commented, non-whitespace lines outside that block.
