Bug#185996: xlibs: "Couldn't load XKB keymap, falling back to pre-XKB keymap"

Something changed in the conversion to the official "xlibs" deb such that one
always gets the error message:
  Couldn't load XKB keymap, falling back to pre-XKB keymap
in the XFree86 startup/log.  Even a minimalist keyboard section in the config
file, such as

Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "keyboard"
        Option          "CoreKeyboard"
#       Option          "XkbRules"      "xfree86"
#       Option          "XkbModel"      "microsoft"
#       Option          "XkbLayout"     "us"
#       Option          "XkbOptions"    "ctrl:nocaps,altwin:super_win"
EndSection

gives the same results.  Uncommenting any of the options does not change
anything.

As a point of reference, the above configuration, with the options uncommented,
worked just fine in Branden's previous versions of the deb.  For example, I had
it working with version 4.2.1-6pre7v2, from the X Strike Force experimental
repository.
