funny that. it's happening on all workstations, all running 4.2.1-3,
and yes, it's part of my configuration everywhere as well.

one thing: i just noticed that my XF86Config-4 has permissions 0600,
i.e. is not readable by anyone but root. However, changing that did
not solve the capslock problem.

there is also no keycaps or anything else going on. it's just not
working, and it's very reproducible.

does the following in /var/log/XFree86.0.log mean something?

  (**) Option "XkbOptions" "ctrl:nocaps"
  (**) XKB: options: "ctrl:nocaps"
  (==) Keyboard: CustomKeycode disabled
