Okay, to clarify:

This works:

If so, I think I may know what caused this problem.

Well, base64 is bad enough, but I didn't even see proper
MIME-encapsulation of the report; if there had been, the Debian BTS
would have been able to decipher it.  debbugs-el appears to have more
serious problems that just picking a bad encoding for bug bodies.
