Bug#175157: xlibmesa-dev: build-dep incompatibility with mesa

Howdy,

Recent changes to the mesa package aren't reflected in xlibmesa yet.
Packages which used to build-dep on libgl-dev may now need to also add
libglu-dev.  xlibmesa should provide this now too (or it will probably
get passed over as an option to buildd).

It also needs to conflict with mesa-common-dev (else it fails to install
when replacing mesa).
