Wait, I think I nailed down the problem.  This is xftdir.c
in Xft2.1:

Bool
XftDirScan (XftFontSet *set, const char *dir, Bool force)
{
    return FcFalse;
}

Bool
XftDirSave (XftFontSet *set, const char *dir)
{
    return FcFalse;
}
