Bug#77498: xlibs: [Xaw7] scrollbars with text widgets don't work like Xaw6 did

Xaw 7 doesn't support the "whenNeeded" value of the scrollbar resource.

I think the opinion of the upstream Xaw maintainer is that this report
is a feature, not a bug.
